OMB Proposal Town Hall

Monday, June 22, 2026
1 PM – 2 PM ET

Recent proposed revisions to the U.S. Office of Management and Budget's Guidance for Federal Financial Assistance could have significant implications for organizations across the scholarly communications ecosystem. Among other changes, the proposal would alter how publication costs, subscriptions, memberships, and other expenses associated with federally funded research may be treated under federal awards.

Join colleagues from across scholarly publishing, research institutions, libraries, societies, university presses, and service providers for a community conversation about what these proposed changes could mean in practice. Together, we will explore potential impacts, identify areas of uncertainty, share how organizations are assessing and responding to the proposal, and discuss opportunities for collaboration.

Whether your organization receives federal funding directly, serves federally funded researchers, or supports the broader scholarly communications landscape, this session offers an opportunity to exchange perspectives and better understand the possible implications of these proposed changes.

This will be an interactive discussion rather than a formal presentation, and participants are encouraged to bring questions, observations, and examples from their own organizations.
