Continuing the OA Transformation: Bringing Funders into the Conversation

With the publication of the OSTP Nelson memo, the drive towards free public access to federally funded research continues. But questions remain around the forms this will take, the specific requirements each agency will place on their researchers, and - most importantly - how any such initiatives will be funded.
Our panel for this educational session will discuss the development of a successful funder-supported approach to open access, and equip attendees with tools to help further bring funders into the discussion around open access to research outputs.

EDUCATIONAL LEVEL:  Mixed-learning: Includes both applied and strategic perspectives on an issue; appropriate for those with at least some experience of the subject area seeking a mix of immediate/practical and future/planning information.

Ashley Farley, Program Officer of Knowledge and Research Services, Bill & Melinda Gates Foundation

Over the past decade Ashley has worked in both academic and public libraries, focusing on digital inclusion and facilitating access to scholarly content. She completed her Masters in Library and Information Sciences through the University of Washington’s Information School. Ashley is the Program Officer of Knowledge and Research Services at the Bill and Melinda Gates Foundation. In this capacity she leads the foundation’s Open Access Policy’s implementation and associated initiatives. This includes leading the work of Gates Open Research, a transparent and revolutionary publishing platform. Other core activities involve supporting the strategic and operational aspects of the foundation’s library. This work has sparked a passion for open access, believing that freely accessible knowledge has the power to improve and save lives.

Dr. Jason Price, Research and Scholarly Communication Director, SCELC Library Consortium

Jason S. Price is Research & Scholarly Communication Director at the SCELC Library Consortium. He earned a doctorate in plant evolutionary ecology from Indiana University Bloomington where he gained in depth experience as a graduate student researcher and teacher and capped it off with a Masters in Library Science. He thoroughly enjoys applying data analysis skills he developed during graduate school to current library challenges. During his 10 years as a librarian at The Claremont Colleges, he worked as Science & Electronic Resources Librarian, Interim Director of Information Technology, Collections and Acquisitions Manager, Assistant Director for Collection Services and finally Interim Director of the Library. His role at SCELC provides opportunities to work with libraries, content and software providers, and other consortia to improve products and expand resource access. He has been publishing and speaking on electronic resource usage, discovery and access since 2005.

Jessica Tucker, PhD, Acting Deputy Director of the Office of Science Policy, National Institutes of Health

Dr. Tucker is the Acting Deputy Director of the Office of Science Policy (OSP) at the National Institutes of Health (NIH). In this position, she helps provide leadership on a number of policy topics that impact biomedical research. She previously served as the Director of the Division of Biosafety, Biosecurity, and Emerging Biotechnology Policy within OSP, where she led work on a number of policy topics, including the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules, dual use research, and emerging biotechnologies. Dr. Tucker holds a B.S.E. in Chemical Engineering from Princeton University and a PhD in Chemical Engineering from Carnegie Mellon University.

Chris Pym is responsible for ensuring that ACS Publications provides funders, institutions, and researchers with a smooth path through the Open Science transition. This involves working with research funders to ensure that both infrastructural support and administrative processes are developed to reduce the burden of the shift between the old and the new. Prior to this he has over 20 years of experience in research publishing across both commercial and editorial roles for a variety of corporate and not-for-profit publishers.
